Submission to the Citizens’ Assembly in its consideration of ‘How we respond to the challenges and opportunities of an ageing population’.

The Commission welcomes the opportunity to make its second submission to the Citizens’ Assembly. In particular, the Commission is encouraged by the Assembly’s focus on the opportunities as well as the challenges presented by an ageing population.

The question of an ageing population gives rise to matters of equality and human rights and, in accordance with its statutory mandate and bearing in mind that the Citizens’ Assembly is comprised of 99 individual members of the public, the primary purpose of this submission is to provide information on human rights and equality relevant to equality and the rights of older persons.

3. Regional and international human rights and equality development
