The Plan provides information on what the Commission has done to date and the key areas of work on which the Commission intends to focus in its future work. The Commission uses the Plan as a key document in its dialogue with various bodies, agencies and individuals throughout the lifetime of the Plan.

The sub-committee on the Charter of Rights produced a pre-consultation document which the Joint Committee published in April 2003 and circulated to a number of organisations, north and south, for comment. The document describes a range of options for the protection of rights for the island of Ireland within a Charter.
