IHRC Observations on the Coroners Bill

Observations on the Scheme of the Coroners Bill submitted to Minister for Justice, Equality and Law Reform.

The IHRC submitted its observations on the Scheme of the Coroners Bill to the Minister for Justice, Equality and Law Reform on Wednesday, 20th September, 2006. The Scheme of the Bill had been forwarded by the Minister to the IHRC in January 2006 pursuant to section 8(b) of the Human Rights Commission Act 2000.

The Scheme of the Bill proposes reform of the law around the investigation of deaths and the role of the coroner.

Editors Note

Section 8 of the Human Rights Commission Act 2000 deals with the functions of the Commission. In relation to a referral from a Minister to the IHRC, it states:

The functions of the Commission shall be –

8(b) if requested by a Minister of the Government, to examine any legislative proposal and report its views on any implications of such proposal for human rights.
