Doras published "The Reception Gap: Permanent International Protection Accommodation Versus Emergency Accommodation" research report in early 2026, with thanks to IHREC funding.
This research examines and compares living conditions in IPAS permanent and emergency accommodation centres across Ireland.
It uses a participatory and peer-led approach to ensure that that the voices of people with lived experience are central. The report describes a system that remains largely unexamined, weakly unregulated, and effectively outside the scope of independent oversight.
The report outlines practical recommendations to improve safeguarding, independent inspections and oversight across all accommodation centres under the new international protection system in Ireland.
