Louise Hooper is Enforce's AI Expert. Previously she practiced as a barrister at Garden Court Chambers for over two decades. In 2025 she was named one of 100 Brilliant Women in AI Ethics.
She advised the Council of Europe on CM/Rec 2026/1 on AI and Equality, was a lead author of the “European Assessment Methodology on Algorithmic Discrimination” (forthcoming, 2026). She has trained Equality Bodies across Europe. She is a member of the European Commission's expert advisory group on AI.
