Dr Lynsey Kavanagh is the Co-Director of Pavee Point Traveller and Roma Centre, which seeks to promote Traveller and Roma human rights both within Ireland and in international arenas. Lynsey has over 15 years experience addressing human rights issues at local, national, European and UN level. Since 1993, Pavee Point Traveller and Roma Centre has advocated for the collection of disaggregated data on the basis of ethnicity, inclusive of Travellers and Roma, in line with European data protection law and within a human rights framework. This has resulted in the introduction of an ethnic identifier in a number of routine data collection systems, including the national census, health, education and justice. Her work also focuses on research and data, with expertise in the area of equality data and ethnic equality monitoring as a tool to realise rights, support inclusive policies and combat racism and discrimination. Lynsey has authored and contributed to a number of articles and reports on ethnic equality monitoring in Ireland. She has also developed a number of resources and guidelines for government departments statutory agencies in rolling out ethnic equality monitoring in their datasets in collaboration with key partners and stakeholders.
