This submission is from the perspective of the Commission as Ireland’s Independent National Rapporteur on the Trafficking of Human Beings. As such, it engages with Parts 4 and 5 of the General Scheme of the Criminal Law (Sexual Offences, Domestic Violence and International Instruments) Bill 2025 which relate to human trafficking.
It does not engage or address all elements of the General Scheme. The fact that we do not address an issue or Head within this submission should not be considered as an endorsement of relevant provisions.
This submission has been prepared within limited timeframe and relates to complex legislative provisions of EU and domestic law. We intend to engage in additional analysis as there are further developments in respect of transposition.
