In September 2024, the Commission made its submission to the UN's Human Rights Council as its Mid-Term Report for the Third Cycle of the Universal Periodic Review of Ireland. The mid-term phase offers a critical opportunity to assess progress and renew commitments in advance of the Fourth Cycle review in 2026. In our Submission, we commend the State on its preparation of a mid-term report, but note the significant limitations to its approach, which focuses on policy and legislative outputs, rather than measuring outcomes and capturing the lived experience of individuals and communities. We focus on priority issues, which require particular attention and resourcing by the State to be implemented. We comment in our report that while positive steps taken since the last review are noted throughout, we are concerned that, overall, progress is falling short of what is required.
