Submission to the UN Committee against Torture on the List of Issues for the Third Examination of Ireland The purpose of this submission is to provide the Committee Against Torture with information to inform its preparation of the List of Issues Prior to Reporting (LOIPR) for Ireland, due to be examined by the Committee in its 69th session, ahead of its third periodic review of Ireland. The submission follows the Commission’s engagement with the Committee during the one-year follow-up to Ireland’s second periodic report in 2018,2 and during Ireland’s second periodic review in 2017. This submission returns to a number of the themes outlined in these engagements, and is also informed by the Commission’s Strategy Statement 2019-2021, where ‘disability’ and ‘promoting access to justice’ were identified as priority areas alongside ‘socio-economic rights’ and ‘combatting racism and promoting intercultural understanding’.
